Lithium batteries for Iloilo go out of Shenzhen's Yantian and Shekou terminals. On the way they face the monsoon-driven seas of Southeast Asia, and they arrive at the port of Iloilo.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Iloilo and at customs in Philippines.
Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Iloilo the risk is less the sea passage than a port closure in Shenzhen or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
No import declaration can be lodged unless the importer is registered in the Bureau of Customs' CPRS and accredited. A first-time importer at Iloilo that has not finished this will see its battery container wait, and pay for the waiting.
What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.
Under CAO 15-2020 the carrier's manifest reaches the Bureau of Customs 24 hours before arrival at Iloilo on voyages of 72 hours or less, or 48 hours before on longer ones; consolidated cargo has its own earlier deadlines. The DG description has to be settled before those cut-offs.
What Anxin does: We give the carrier or consolidator the final cargo and DG data before sailing from Shenzhen, so the Philippine manifest is filed complete.
CAO 15-2020 gives consolidators a separate deadline: their manifest is due 24 or 12 hours before arrival, depending on the voyage. LCL battery cargo for Iloilo depends on the consolidator having the DG details in time.
What Anxin does: For LCL shipments we pass the DG data to the consolidator at booking, so its manifest is complete before the Philippine cut-off.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Shenzhen filings, the booking with the carrier and the documents for Philippines before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Iloilo.

Twenty-four hours before arrival for voyages of 72 hours or less, 48 hours for longer ones, under CAO 15-2020.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
