Shenzhen to Cagayan de Oro

From Shenzhen to Cagayan de Oro, cargo moves from Dongguan and Shenzhen factories via Yantian, crosses a Southeast Asian sea passage with no canal on the way, and is discharged at the port of Cagayan de Oro.

Where this route gets difficult
They run from the Shenzhen terminal through the voyage to Cagayan de Oro and the Philippines import file.
Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
Routes to Cagayan de Oro pass through the Sulu and Celebes Seas, where ReCAAP's advisory on the abduction of crew remains in force. The threat level has been LOW since January 2025, after no incidents since 2020, but ships are still told to keep a sharp lookout and report to the Philippine and Eastern Sabah security centres.
What Anxin does: We ask the carrier whether it routes this service through the Sulu and Celebes Seas or around them, and note the answer on the booking so the consignee knows what to expect.
Under CAO 15-2020 the carrier's manifest reaches the Bureau of Customs 24 hours before arrival at Cagayan de Oro on voyages of 72 hours or less, or 48 hours before on longer ones; consolidated cargo has its own earlier deadlines. The DG description has to be settled before those cut-offs.
What Anxin does: We give the carrier or consolidator the final cargo and DG data before sailing from Shenzhen, so the Philippine manifest is filed complete.
The Bureau of Customs only accepts import declarations from importers registered and accredited in its Client Profile Registration System. For a new consignee at Cagayan de Oro, that is the first thing to check.
What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Philippines import papers. We compare all three before confirming space.

Questions
A February 2026 DTI draft would require PS or ICC marking with a 12-month transition; importers should follow it.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
