From Shenzhen to Napier, cargo moves out of Shenzhen's Yantian and Shekou terminals, crosses a long corridor south from the China coast, across the equator, and is discharged at the port of Napier.
In New Zealand Customs wants the cargo report two days out and MPI wants a clean container. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.
An Inward Cargo Report 48 hours before arrival, MPI's container cleanliness rules, and new safety standards for e-bikes and lithium batteries.

Where this route gets difficult
They run from the Shenzhen terminal through the voyage to Napier and the New Zealand import file.
The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
The first part of the route passes the western North Pacific typhoon area, which averages 25.1 typhoons a year, peaking in August and September (Japan Meteorological Agency, 1991–2020).
What Anxin does: For July–October sailings we confirm DG cut-offs a week ahead and refile promptly if the vessel changes.
MPI's import health standard for sea containers requires them to arrive clean inside and outside, free of soil, plant material and pests. A dirty container at Napier can be sent for inspection, cleaning or treatment, which delays the batteries inside.
What Anxin does: We ask the packing site in Shenzhen to check and photograph the empty container before stuffing, and reject one that is not clean.
The Electricity (Safety) Amendment Regulations 2025 add standards for e-bikes, e-transporters and lithium batteries to Schedule 4 and confirm that e-bikes are covered. Importers selling such products from Napier need evidence that they meet the listed standards.
What Anxin does: For e-bikes and e-mobility batteries we ask the New Zealand importer which Schedule 4 standard applies and collect the test reports before shipment.
Port of Tauranga's container terminal handles about 41% of New Zealand's containers and is the only one that takes the largest ships. A container for Napier may therefore come on a smaller vessel or via Tauranga with a coastal or rail leg, and each leg needs DG acceptance.
What Anxin does: We ask the carrier for the full routing to Napier and confirm DG acceptance for every vessel or rail leg in it.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the New Zealand import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closes terminals or delays the vessel after filings are made | Yantian / Shekou, Jun–Oct | Slack in stuffing date; refile quickly on vessel change | Anxin with the declarant |
| Container directed for inspection or cleaning | New Zealand port of discharge | Clean container checked before stuffing | Packing site, checked by Anxin |
Questions
That it is clean inside and outside and free of soil, plant material and pests.
The Bureau of Meteorology puts Australia's tropical cyclone season from 1 November to 30 April.
Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
