Where this route gets difficult

What to watch between Shenzhen and Amsterdam: 5 points

They run from the Shenzhen terminal through the voyage to Amsterdam and the Netherlands import file.

  1. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    Cape waters saw about a third of 2024's container losses

    Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Import country

    Annex V testing for stationary energy storage

    Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Netherlands increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Netherlands we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  4. Import country

    A national battery register that is not live yet

    The Netherlands has not finished implementing the Battery Regulation: producers will register individually in a Rijkswaterstaat register that is not yet operational. Portable-battery producers can register with Stichting OPEN meanwhile, and its registration number and public producer list are the best available proof; EPAC and ARN cover e-bike and vehicle batteries.

    What Anxin does: We ask the Dutch importer which collective scheme it uses and for the registration number it holds, so the buyer has something to show until the national register opens.

  5. Import country

    The truck leg out of Amsterdam runs under ADR

    Road delivery from Amsterdam is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

    What Anxin does: We give the Netherlands haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Shenzhen.

What to have ready: Shenzhen to Amsterdam

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Common questions on the Shenzhen → Amsterdam route

The Rijkswaterstaat register is not yet operational. Producers of portable batteries can register with Stichting OPEN, whose registration number and public producer list serve as best-effort proof in the meantime.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
