Where this route gets difficult

  1. Origin port

    Factory stuffing in Dongguan, loading at Yantian: avoid a second opening

    Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  2. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  3. Sea corridor

    Theft at night in the Singapore Strait

    ReCAAP counted 21 armed-robbery incidents in the Straits of Malacca and Singapore in the first half of 2026, 74% down on a year earlier but still 60% of all cases in Asia. Most were opportunistic night-time thefts of engine spares or scrap in the eastbound traffic lane, against bulk carriers and barges; a container ship bound for Penang is a less usual target but shares the lanes and anchorages.

    What Anxin does: We keep the carrier's name and the vessel on the booking record for Penang, so any incident report or delay notice from the carrier can be matched to the shipment at once.

  4. Import country

    Vehicle batteries need a MITI Approved Permit since January 2026

    Since 1 January 2026 new accumulators for vehicles of headings 87.01-87.05, 87.09 and 87.11 need a MITI Approved Permit, applied for through ePermit and supported by SIRIM certification. The permit is valid for six months, so a shipment to Penang has to arrive while it is still current.

    What Anxin does: For EV or motorcycle batteries going to Penang, we ask the importer for the AP number and its expiry date before booking, and time the sailing inside it.

  5. Import country

    Chargers and adapters need an Energy Commission approval

    Adapters and chargers are among the 34 categories of regulated electrical equipment in Malaysia. Importing them needs a Certificate of Approval from the Energy Commission under regulation 97, and they must carry the label required by regulation 98, so a battery product shipped with its charger to Penang needs both.

    What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Shenzhen.

What to have ready: Shenzhen to Penang

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Yes. Adapters and chargers are regulated equipment; the importer needs an Energy Commission Certificate of Approval and the required label.

From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate.
