This route runs from Dongguan and Shenzhen factories via Yantian, where the one-box route had moved 409 battery containers by September 2026, then follows a Southeast Asian sea passage with no canal on the way; at the far end is the port of Kuching.

Malaysia adds a MITI Approved Permit for new vehicle batteries since January 2026. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult

What to watch between Shenzhen and Kuching: 6 points

In the order the cargo meets them: at the loading port, at sea, at Kuching and at customs in Malaysia.

  1. Origin port

    Cut-offs in Shenzhen's typhoon weeks

    June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.

    What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Origin port

    Inspected in Dongguan, loaded unopened at Yantian

    A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  3. Sea corridor

    Typhoons close ports on both ends of the route

    Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Kuching the risk is less the sea passage than a port closure in Shenzhen or on arrival, which moves the box and its DG declaration to a later ship.

    What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.

  4. Import country

    Used vehicle batteries are not accepted

    MITI's 2026 control on vehicle accumulators covers new batteries only; used batteries are not allowed under it. Second-life or refurbished packs for Kuching should be checked against the rules before anything is booked.

    What Anxin does: We ask for the battery's condition and history at quotation, and decline to book used vehicle batteries for Malaysia until the importer has confirmed they may enter.

  5. Import country

    The charger in the box is regulated equipment

    Malaysia's Energy Commission regulates 34 categories of electrical equipment, adapters and chargers among them. An importer bringing them into Kuching needs a regulation 97 Certificate of Approval and regulation 98 labelling.

    What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Shenzhen.

  6. Import country

    North-east monsoon at Kuching, November to March

    MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas to the east coast of Peninsular Malaysia and western Sarawak. At Kuching that means weather delays to berthing and cargo work during the season.

    What Anxin does: For winter arrivals at Kuching we tell the consignee to expect weather delays and keep its customs entry ready so the container can move when work resumes.

Documents & compliance

Checklist for Shenzhen → Kuching

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shenzhen

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

Carrier and voyage

  • DG acceptance confirmed for a back-up vessel in typhoon months
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Malaysia import papers. We compare all three before confirming space.

Shenzhen → Kuching: questions we are asked

New accumulators for vehicles need a MITI Approved Permit through ePermit since 1 January 2026, with SIRIM certification. The AP is valid for six months.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
