This route runs from Dongguan and Shenzhen factories via Yantian, where the one-box route had moved 409 battery containers by September 2026, then follows Southeast Asian waters, with their typhoon and monsoon seasons; at the far end is the port of Johor.

On the Malaysian side the importer's permits come first: an AP for vehicle batteries and a Certificate of Approval for chargers. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Where this route gets difficult

5 points to plan for on the Shenzhen → Johor route

They run from the Shenzhen terminal through the voyage to Johor and the Malaysia import file.

  1. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Origin port

    Inspected in Dongguan, loaded unopened at Yantian

    A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  3. Sea corridor

    North-east monsoon seas, November to March

    MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas off the east coast of Peninsular Malaysia, western Sarawak and eastern Sabah, with strong-wind and rough-sea warnings for the South China Sea. Routes to Johor cross those waters in the season, and a rough crossing tests the stow.

    What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.

  4. Import country

    ePermit and SIRIM: the new import control on vehicle batteries

    Malaysia put new vehicle accumulators under an Approved Permit from 1 January 2026. The importer applies through ePermit with SIRIM certification, and the six-month validity means the container for Johor must be cleared before the AP lapses.

    What Anxin does: For EV or motorcycle batteries going to Johor, we ask the importer for the AP number and its expiry date before booking, and time the sailing inside it.

  5. Import country

    Used vehicle batteries are not accepted

    MITI's 2026 control on vehicle accumulators covers new batteries only; used batteries are not allowed under it. Second-life or refurbished packs for Johor should be checked against the rules before anything is booked.

    What Anxin does: We ask for the battery's condition and history at quotation, and decline to book used vehicle batteries for Malaysia until the importer has confirmed they may enter.

What to have ready: Shenzhen to Johor

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Shenzhen end

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Blocking and bracing photos for monsoon-season sailings

For the shipping line

  • DG acceptance confirmed for a back-up vessel in typhoon months
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

  • MITI AP number and expiry for vehicle batteries
  • Energy Commission Certificate of Approval for chargers or adapters

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the Malaysia import file. We check the three against each other before the booking is confirmed.

Shenzhen → Johor: questions we are asked

Yes. Adapters and chargers are regulated equipment; the importer needs an Energy Commission Certificate of Approval and the required label.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
