This route runs from Dongguan and Shenzhen factories via Yantian, where the one-box route had moved 409 battery containers by September 2026, then follows a Suez-or-Cape voyage that ends with the Danish straits and the Baltic; at the far end is the port of Klaipeda.

Lithuania applies the EU Battery Regulation, starting with registration in its own national producer register. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Yantian / Shekou export
  • Typhoon season Jun–Oct
  • Consignee EORI
  • National producer registration
  • EU declaration of conformity

Route profile

What sets Shenzhen → Klaipeda apart

Origin port

Shenzhen (Yantian / Shekou)

Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.

Sea corridor

Asia – Baltic via the Danish straits

The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.

Where this route gets difficult

5 points to plan for on the Shenzhen → Klaipeda route

Loading port first, then the sea leg, then Klaipeda and the Lithuania market.

  1. Origin port

Packaging certificates are now visible to both customs and MSA

Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

EU emissions trading now covers the whole inbound voyage share

Ships of 5,000 GT and above calling at EU ports, Klaipeda included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

    Substance limits for portable batteries

For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Lithuania may be asked by market surveillance to demonstrate compliance.

What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Lithuania importer; we do not test batteries.

  4. Import country

CE marking and a declaration of conformity in the right language

The importer in Lithuania carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Lithuania asks for, have both been required since 18 August 2024 for batteries entering the EU market.

What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Lithuania importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

Built-in portable batteries must be user-replaceable from February 2027

From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Lithuania for sale after that date need a design that meets the rule.

What Anxin does: When appliances with built-in batteries are booked for Lithuania we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance

What to have ready: Shenzhen to Klaipeda

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Shenzhen end

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

For the carrier and the voyage

  • Transhipment port, feeder operator and feeder DG acceptance named on the booking
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in Lithuania

  • Producer of record in Lithuania and its national registration number
  • Label and QR-code status against the August 2026 and February 2027 dates

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the Lithuania import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Shenzhen to Klaipeda

24 hours before the container is loaded in China, not before it reaches Klaipeda. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
