Lithium batteries for Shuwaikh go out of Shenzhen's Yantian and Shekou terminals. On the way they face an Arabian Sea passage towards the Gulf, and they arrive at the port of Shuwaikh.
On the Kuwaiti side the import licence holder must be named on the bill of lading and the invoice legalised. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.
Legalised invoices, a legalised origin certificate and the licence holder on the B/L are the Kuwaiti basics.

Where this route gets difficult
Listed from loading in Shenzhen to import into Kuwait, each with what we do about it.
Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
The JMIC reports persistent GNSS jamming and spoofing across the Hormuz approaches, the Gulf of Oman and the Arabian Gulf, and rates the Gulf of Oman and the Arabian Sea MODERATE. Anomalous AIS positions and speeds are reported in the same areas, so vessel positions shown in tracking tools are less reliable there.
What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Shuwaikh.
Kuwait issues import licences only to Kuwaiti citizens or Kuwait-based brokers registered with the Ministry of Commerce and Industry, valid for a year and for multiple shipments, and the bill of lading has to carry the licence holder's name. A B/L consigned to a foreign buyer or to order does not match the licence at Shuwaikh.
What Anxin does: We ask the buyer for the licence holder's exact company name before the bill of lading is drafted and use it as consignee.
Kuwait Customs deals only with local agents, who clear goods with a letter of representation and an end-user letter. The importer's agent therefore needs both letters, as well as the DG documents, before the container is discharged at Shuwaikh.
What Anxin does: We confirm the importer's customs agent at booking and send it the DG declaration and SDS together with the commercial documents.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Kuwait import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Container reopened at the terminal because records do not match | Factory → Yantian | Photos, packing certificate and DG declaration cross-checked before trucking | Anxin |
| Packaging certificate and MSA filing disagree; shipment flagged | Dongguan → Yantian | Line-by-line comparison before filing | Anxin with the declarant |
| B/L consignee does not match the import licence | Kuwait Customs | Licence holder's name used as consignee | Importer / Anxin |
Questions
Yes. The commercial invoice (one original and two copies) and the certificate of origin must be legalised; the packing list is stamped and three copies of the bill of lading are needed.
Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.
Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
