Lithium batteries for Haifa go from factories around the Pearl River Delta through Yantian or Shekou. On the way they face a Bab el-Mandeb and Suez passage into the Mediterranean, and they arrive at the port of Haifa.
Israel accepts EU conformity for many products since 2025, but the importer still declares it and keeps a product file. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
They run from the Shenzhen terminal through the voyage to Haifa and the Israel import file.
A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
The JMIC's September 2026 update put the northern Red Sea and the Suez Canal at MODERATE, with two-way transits and container lines selectively returning, and the Eastern Mediterranean at LOW. On this corridor the exposure lies at the southern entrance of the Red Sea, not at the canal itself.
What Anxin does: We check before each booking whether the service has changed routing since the last quote.
Since January 2025 Israel's 'What's Good for Europe is Good for Israel' reform lets many products in on the basis of the adopted EU regulation. The importer files a declaration, adds an EU declaration of conformity or proof of lawful EU marketing for higher-risk groups, and keeps a product file. Batteries made only for the Chinese market have no EU paperwork to lean on.
What Anxin does: We ask the manufacturer in Shenzhen for the EU declaration of conformity and test reports behind it, and pass them to the Israeli importer for its declaration and product file.
Israel classifies imports under its Customs and Purchase Tax Tariff, and the classification determines not only duty and purchase tax but which permits, licences and conditions of import apply. Israeli Customs offers free pre-rulings; for a mixed shipment of cells, packs and devices it is worth having one before the goods sail.
What Anxin does: We ask the Israeli importer to confirm the tariff code, or obtain a pre-ruling, and use the same description on the invoice and packing list.
Portable rechargeable lithium batteries for Israel are assessed against SI 62133 Part 2, the Israeli counterpart of IEC 62133-2.
What Anxin does: We collect the IEC 62133-2 test report from the manufacturer with the UN 38.3 summary, and pass both to the importer before booking.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Israel import papers. We compare all three before confirming space.
