Shenzhen to Panjang

From Shenzhen to Panjang, cargo moves out of Shenzhen's Yantian and Shekou terminals, crosses Southeast Asian waters, with their typhoon and monsoon seasons, and is discharged at the port of Panjang.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Panjang and at customs in Indonesia.
June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
If the container for Panjang relays in Singapore, the Port Master must receive a dangerous goods declaration at least 12 hours before the vessel arrives, for DG in transit as well as for DG discharged or loaded. At PSA terminals it goes through PORTNET, and storage of DG at the terminal needs the operator's approval.
What Anxin does: We give the carrier the UN number, class, packing group and packages at booking, so the Singapore declaration for the relay can be filed on time by the carrier's agent.
Since 20 May 2025 primary batteries sold in Indonesia must be SNI-certified and marked (Permenperin 69/2024). A consignment for Panjang that mixes lithium-ion packs with primary cells needs the certificate for the latter.
What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.
Permendag 25/2021 lists goods that must carry Indonesian-language labels when sold in Indonesia. Whether a battery product going to Panjang is on the list should be checked by the importer before the retail packaging is printed.
What Anxin does: For retail-packed goods we ask the importer to confirm the labelling requirement before production is packed in Shenzhen.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the Indonesia import file. We check the three against each other before the booking is confirmed.

From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.
Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
