From Shenzhen to Mormugao, cargo moves from factories around the Pearl River Delta through Yantian or Shekou, crosses the Indian Ocean monsoon corridor, and is discharged at the port of Mormugao.
India adds BIS registration for lithium cells and batteries, checked online by customs. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
After the Malacca Strait comes the Indian Ocean, where the south-west monsoon and two cyclone seasons decide the pace.
India checks BIS registrations online, treats importers as EPR producers and wants the Bill of Entry early.

Where this route gets difficult
Loading port first, then the sea leg, then Mormugao and the India market.
Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
The India Meteorological Department recognises two cyclone seasons in the North Indian Ocean, April to May and, the main one, October to December. A storm near Mormugao closes the port or holds ships at anchor, and the arrival slips accordingly.
What Anxin does: For sailings in those months we plan delivery with slack at Mormugao and confirm the carrier's revised arrival before booking onward transport.
The India Meteorological Department dates the south-west monsoon's arrival over Kerala to around 1 June (4 June in 2026), after which it moves north and covers the whole country by about mid-July. From then until the season ends, arrivals at Mormugao meet monsoon rain on the quay and on the roads inland.
What Anxin does: For monsoon-season arrivals at Mormugao we ask for cartons with moisture protection and tell the consignee to plan unstuffing under cover.
Since CBIC Instruction 27/2025, customs officers at Mormugao verify the BIS registration on crsbis.in, checking manufacturer, model and factory location. Goods under a deferred or cancelled registration are refused clearance, so an out-of-date certificate is enough to hold the container.
What Anxin does: We compare the model numbers and factory address on the invoice with the registration shown on crsbis.in before the goods leave Shenzhen.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the India import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Packaging certificate and MSA filing disagree; shipment flagged | Dongguan → Yantian | Line-by-line comparison before filing | Anxin with the declarant |
| Container reopened at the terminal because records do not match | Factory → Yantian | Photos, packing certificate and DG declaration cross-checked before trucking | Anxin |
| Cyclone closes the port or delays arrival | North Indian Ocean, Apr–May and Oct–Dec | Slack in delivery plan | Carrier / consignee |
| Clearance refused for a registration mismatch | Indian port of discharge | Registration checked before shipment | Manufacturer and importer |
Questions
By the end of the day before the vessel arrives; it may be filed up to 30 days in advance.
Often, yes. Colombo is the main relay for Indian cargo, so we ask the carrier where the service relays and check that the feeder accepts the batteries too.
Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
