Lithium batteries for Chennai go from factories around the Pearl River Delta through Yantian or Shekou. On the way they face the Malacca Strait and then the Indian Ocean, and they arrive at the port of Chennai.
India adds BIS registration for lithium cells and batteries, checked online by customs. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.
An Indian Ocean route: rough south-west monsoon seas from June to September and cyclone windows in April-May and October-December.

Where this route gets difficult
They run from the Shenzhen terminal through the voyage to Chennai and the India import file.
Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
Colombo is the main transhipment hub for Indian cargo: 8.29 million TEU in 2025, about 81% transhipment, around 45% of it India-linked. For Chennai, a relay there means a second vessel whose DG acceptance matters as much as the first.
What Anxin does: We ask the carrier at booking whether the service to Chennai relays in Colombo or elsewhere, and check that the DG acceptance covers the feeder leg too.
The India Meteorological Department describes October to December as Tamil Nadu's main rainy season, with onset around 20 October and nearly half the state's annual rainfall. Heavy rain at Chennai slows cargo work and inland trucking.
What Anxin does: For arrivals at Chennai in the north-east monsoon we tell the consignee to expect rain delays and keep documents filed early.
Indian customs now verify BIS registrations online (CBIC Instruction 27/2025). If the manufacturer, model or factory location on the documents for Chennai differs from crsbis.in, or the registration is deferred or cancelled, the goods are not cleared.
What Anxin does: We compare the model numbers and factory address on the invoice with the registration shown on crsbis.in before the goods leave Shenzhen.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the India import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closes terminals or delays the vessel after filings are made | Yantian / Shekou, Jun–Oct | Slack in stuffing date; refile quickly on vessel change | Anxin with the declarant |
| Packaging certificate and MSA filing disagree; shipment flagged | Dongguan → Yantian | Line-by-line comparison before filing | Anxin with the declarant |
| Clearance refused for a registration mismatch | Indian port of discharge | Registration checked before shipment | Manufacturer and importer |
Questions
Yes. They fall under BIS's Compulsory Registration Scheme (IS 16046 Part 2), and the R-number is declared in the Bill of Entry.
Often, yes. Colombo is the main relay for Indian cargo, so we ask the carrier where the service relays and check that the feeder accepts the batteries too.
Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
