Lithium batteries for Hamburg go from Dongguan and Shenzhen factories via Yantian, where the one-box route had moved 409 battery containers by September 2026. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at a port run under its own dangerous-goods ordinance, which tracks every class 9 box electronically from the Elbe to the rail siding.

Where this route gets difficult

What to watch between Shenzhen and Hamburg: 5 points

They run from the Shenzhen terminal through the voyage to Hamburg and the Germany import file.

  1. Origin port

    Cut-offs in Shenzhen's typhoon weeks

    June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.

    What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Sea corridor

    Cape waters saw about a third of 2024's container losses

    Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Destination port

    Terminal space for class 9 is limited by quantity and distance rules

    Packaged dangerous goods may stay temporarily on a Hamburg terminal only within the ordinance's quantity limits, safety distances and fire-protection measures, or the limits in that site's own permit. Battery containers therefore compete for a limited number of dangerous-goods slots, and a box that waits for customs or trucking occupies one.

    What Anxin does: We ask the importer to have customs release and onward transport arranged before arrival, so a battery container does not need to wait on the terminal.

  4. Import country

    stiftung ear registration and OfH participation under the BattDG

    Whoever first makes batteries available in Germany is the producer and must hold a registration with stiftung ear for each brand and battery category. A non-German brand cannot register itself; it needs one authorised representative in Germany. Since 1 January 2026 every category must also be linked to an approved producer responsibility organisation (OfH), and registrations that were not updated by 15 January 2026 were withdrawn by law.

    What Anxin does: We ask who acts as producer for this shipment (importer, brand owner or authorised representative) and for the Batt-Reg.-Nr. DE before the container is booked, so the question is answered while the goods are still in China.

  5. Import country

    The truck leg out of Hamburg runs under ADR

    Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Germany has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.

    What Anxin does: We give the Germany haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Shenzhen.

Documents to line up for Shenzhen → Hamburg

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Germany import papers. We compare all three before confirming space.

Shenzhen → Hamburg: questions we are asked

The registration is needed before the batteries are first made available on the German market, by whoever is the producer for that market. A company without a German establishment has to act through one authorised representative in Germany, and since 2026 each battery category must also be covered by an approved OfH. Shipping can start earlier, but goods without a valid registration cannot be sold in Germany once they arrive, so we ask for the registration number at booking.

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
