Where this route gets difficult
They run from the Shenzhen terminal through the voyage to Helsinki and the Finland import file.
A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
Each winter Finland's Transport Infrastructure Agency restricts traffic to its ports so that only ships of a given ice class and deadweight receive icebreaker assistance; exemption requests are due three working days before arrival at the latest, and Baltic restrictions appear on baltice.org. During the restriction period a feeder lacking the ice class may be refused at Helsinki.
What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Helsinki and ask the carrier to confirm that the final feeder has the required ice class before we book.
Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Finland increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Finland we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Finland may be asked by market surveillance to demonstrate compliance.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Finland importer; we do not test batteries.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the Finland import file. We check the three against each other before the booking is confirmed.
