Where this route gets difficult

What to watch between Shenzhen and Tallinn: 5 points

In the order the cargo meets them: at the loading port, at sea, at Tallinn and at customs in Estonia.

  1. Origin port

    Inspected in Dongguan, loaded unopened at Yantian

    A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  2. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  3. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Tallinn is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Import country

    A producer registration in Estonia before the first sale

    The Battery Regulation makes registration national: whoever first makes batteries available in Estonia must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Estonia cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Estonia.

    What Anxin does: At booking we ask which company is the producer of record in Estonia and for its registration number there, so a missing registration surfaces while the goods are still in Shenzhen rather than after discharge in Tallinn.

  5. Import country

    Instructions and safety information in the language of Estonia

    Importers must make sure batteries come with instructions and safety information in a language end-users in Estonia easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.

    What Anxin does: We ask the importer which language Estonia requires and check carton and insert photos against it before loading.

Documents & compliance

Checklist for Shenzhen → Tallinn

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Shenzhen

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging

For the carrier and the voyage

  • Transhipment port, feeder operator and feeder DG acceptance named on the booking
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

At the Estonia end

  • Producer of record in Estonia and its national registration number
  • Label and QR-code status against the August 2026 and February 2027 dates
  • Haulier in Estonia briefed with UN number, class 9 and tunnel code (E) for the road leg

24 hours before the container is loaded in China, not before it reaches Tallinn. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
