From Shenzhen to Dhekelia, cargo moves from Dongguan and Shenzhen factories via Yantian, crosses a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and is discharged at the port of Dhekelia.

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

6 points to plan for on the Shenzhen → Dhekelia route

They run from the Shenzhen terminal through the voyage to Dhekelia and the Cyprus import file.

  1. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Origin port

    Factory stuffing in Dongguan, loading at Yantian: avoid a second opening

    Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  3. Sea corridor

    The round-Africa alternative

    Services that avoid the Red Sea, 43% of the Mediterranean total, go round the Cape of Good Hope and re-enter through Gibraltar. SAMSA estimates that about 200 of the 576 containers lost at sea in 2024, 35% of the total, went overboard near the Cape.

    What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  4. Import country

    A producer registration in Cyprus before the first sale

    Registration under the Battery Regulation is Member State by Member State. The first company to make the batteries available in Cyprus has to appear in the national register, which can take up to 12 weeks after a complete file, and a non-resident brand must work through an authorised representative there.

    What Anxin does: At booking we ask which company is the producer of record in Cyprus and for its registration number there, so a missing registration surfaces while the goods are still in Shenzhen rather than after discharge in Dhekelia.

  5. Import country

    The ICS2 entry summary is due before loading in Shenzhen

    For Dhekelia, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Shenzhen. No filing means no loading, and a missing EORI number is enough to reject it.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shenzhen cut-off.

  6. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Cyprus for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Cyprus we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance

Documents to line up for Shenzhen → Dhekelia

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shenzhen

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the shipping line

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Cyprus import papers. We compare all three before confirming space.

24 hours before the container is loaded in China, not before it reaches Dhekelia. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
