What to watch between Shenzhen and Rijeka: 6 points

  1. Origin port

    Cut-offs in Shenzhen's typhoon weeks

    June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.

    What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  3. Sea corridor

    Mediterranean services are back in the Red Sea more than others

    Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Rijeka the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.

    What Anxin does: We ask the carrier which routing its service to Rijeka uses and name it on the quote, together with any war-risk or emergency surcharge.

  4. Import country

    Substance limits for portable batteries

    For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Croatia may be asked by market surveillance to demonstrate compliance.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Croatia importer; we do not test batteries.

  5. Import country

    Safety information in a language Croatia accepts

    An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Croatia can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.

    What Anxin does: We ask the importer which language Croatia requires and check carton and insert photos against it before loading.

  6. Import country

    Due diligence on battery raw materials from August 2027

    Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Croatia are already collecting the supply-chain information they will need.

    What Anxin does: We pass the Croatia buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.
