From Shenzhen to Quebec City, cargo moves out of Shenzhen's Yantian and Shekou terminals, crosses a long voyage ending in the North Atlantic or the Gulf of St Lawrence, and is discharged at the port of Quebec City.

Where this route gets difficult

6 points to plan for on the Shenzhen → Quebec City route

In the order the cargo meets them: at the loading port, at sea, at Quebec City and at customs in Canada.

  1. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Origin port

    Factory stuffing in Dongguan, loading at Yantian: avoid a second opening

    Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  3. Sea corridor

    Late-summer hurricanes on the Atlantic approach

    Atlantic hurricanes run from 1 June to 30 November, with the peak around 10 September and most storms between mid-August and mid-October, on the approach to Quebec City.

    What Anxin does: For August–October arrivals we plan slack and pass the carrier's revised arrival to your consignee.

  4. Import country

    eManifest: cargo data 24 hours before loading in Shenzhen

    The CBSA requires marine carriers to transmit cargo and conveyance data for containers at least 24 hours before loading at the foreign port, including the estimated loading time. If the data are amended electronically before departure, the 24-hour count starts again from the CBSA's acknowledgement, so a late correction can push a box for Quebec City off its vessel.

    What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Shenzhen and avoid amendments after the filing.

  5. Import country

    IMDG papers work on the road leg, with Canadian conditions

    TDG Regulations s. 9.3 let an international consignment move by road to or from Quebec City under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.

    What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

  6. Import country

    Québec's battery recovery obligation

    Québec's producer responsibility regulation covers batteries and battery-containing products. Producers must run a recovery program or join a recognized body such as Call2Recycle Canada before selling them in the province.

    What Anxin does: For goods sold in Québec after landing at Quebec City, we ask which recovery program the producer belongs to at quotation.

What to have ready: Shenzhen to Quebec City

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

In Shenzhen, before the box is loaded

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the carrier and the voyage

  • In winter: ice capability of the vessel or feeder serving the port confirmed
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into Canada

  • English DG documents with a 24-hour number for the Canadian road leg
  • Importer's CARM account and release-prior-to-payment security confirmed

Yes, but the Coast Guard's icebreaking season on the Gulf of St Lawrence and the river typically runs from December to May, and vessels must report their ice class to ECAREG CANADA. We confirm the vessel's ice capability when booking.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
