From Shenzhen to Montreal, cargo moves from Dongguan and Shenzhen factories via Yantian, crosses a corridor into Atlantic Canada's waters, and is discharged at the port of Montreal.

Canada adds an eManifest that closes 24 hours before loading and a CARM account that decides whether goods are released before duty is paid. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Typhoon season Jun–Oct
  • Yantian / Shekou export
  • CARM account
  • Bilingual labels
  • eManifest cut-off

Route profile

How Shenzhen → Montreal differs from other lanes

Origin port

Shenzhen (Yantian / Shekou)

Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.

Import country

Canada

An eManifest filed 24 hours before loading, release-before-payment only with CARM security, and TDG conditions on the truck leg.

Where this route gets difficult

6 pain points from Shenzhen to Montreal

Loading port first, then the sea leg, then Montreal and the Canada market.

  1. Origin port

Dongguan's packaging certificate data is shared

Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Origin port

    Typhoon season squeezes Shenzhen cut-offs

The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.

What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  3. Sea corridor

Ice in the Gulf of St Lawrence, December to May

The Canadian Coast Guard's icebreaking season on the Gulf of St Lawrence and the St Lawrence River typically runs from December to May, and ships must clear with ECAREG CANADA 24 hours before entering, declaring their ice class. Winter sailings to Montreal depend on the vessel's ice capability and on icebreaker routing.

What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Montreal is ice-classed and build slack into delivery.

  4. Import country

    Québec's June 2025 French-labelling rules

Since 1 June 2025, Québec lets recognised non-French trademarks stay untranslated on products, but any generic or descriptive words in them must appear in French on the product or a permanently attached medium. Stock made before that date can be sold until 1 June 2027.

What Anxin does: We check product and packaging artwork for goods going to Montreal for French versions of descriptive wording before the order is packed.

  5. Import country

A late eManifest correction restarts the 24-hour clock

Canada's advance commercial information rules want container data from the carrier 24 hours before loading abroad. Change the data electronically before the ship sails and the 24 hours run again from the CBSA's acknowledgement, which is how a correction made in Shenzhen can cost a container its sailing.

What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Shenzhen and avoid amendments after the filing.

  6. Import country

Release before payment needs security posted in CARM

Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Montreal, that decides whether goods can leave the terminal before the duty is settled.

What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

Documents & compliance

What to have ready: Shenzhen to Montreal

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shenzhen

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Bilingual (English/French) retail labelling checked on artwork
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • In winter: ice capability of the vessel or feeder serving the port confirmed
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

At the Canada end

  • Importer's CARM account and release-prior-to-payment security confirmed
  • English DG documents with a 24-hour number for the Canadian road leg

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Shenzhen filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Montreal.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Shenzhen to Montreal

Only if the importer is enrolled in release prior to payment with financial security posted in the CARM Client Portal. Since 20 May 2025, importers without security pay duties and taxes at release.

NOAA's storm study found hurricane-force winter storms from October to April, most often in January.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
