Where this route gets difficult

5 points to plan for on the Shenzhen → Varna route

Listed from loading in Shenzhen to import into Bulgaria, each with what we do about it.

  1. Origin port

    Inspected in Dongguan, loaded unopened at Yantian

    A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  2. Origin port

    Cut-offs in Shenzhen's typhoon weeks

    June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.

    What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  3. Sea corridor

    A dangerous-cargo sailing plan 24 hours before the Bosporus

    Ships carrying dangerous cargo must file a Sailing Plan 1 with the Turkish Straits VTS at least 24 hours before entering the straits, declaring the dangerous goods classes on board. A class 9 battery container is part of that declaration, so late or wrong DG data on the manifest can hold the ship up at the entrance.

    What Anxin does: We make sure the DG manifest data (UN number, class, quantity, container number) are final and match the booking before the vessel leaves the last port before the straits.

  4. Import country

    Annex V testing for stationary energy storage

    Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Bulgaria increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Bulgaria we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  5. Import country

    Supply-chain due diligence moved to August 2027

    The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Bulgaria are already asking suppliers for the supply-chain data they will need.

    What Anxin does: We pass the Bulgaria buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents to line up for Shenzhen → Varna

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Bulgaria import papers. We compare all three before confirming space.

Questions

Common questions on the Shenzhen → Varna route

ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).

Possibly. Since 16 September 2026 almost the whole Black Sea, outside Turkish, Georgian, Bulgarian and Romanian territorial waters, is a Joint War Committee listed area, and underwriters may charge additional premiums. We get the carrier's surcharge in writing.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
