From Shenzhen to Ghent, cargo moves from factories around the Pearl River Delta through Yantian or Shekou, crosses a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and is discharged at the port of Ghent.

Belgium expects the importer to be covered by Bebat or an approved individual plan. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Typhoon season Jun–Oct
  • Yantian / Shekou export
  • EU declaration of conformity
  • Bebat membership
  • Language set for Belgian inserts

Route profile

How Shenzhen → Ghent differs from other lanes

Origin port

Shenzhen (Yantian / Shekou)

Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.

Import country

Belgium

Bebat membership or a regionally approved individual plan, an authorised representative for sellers without a Belgian base, and the EU-wide battery and ICS2 duties.

Where this route gets difficult

5 points to plan for on the Shenzhen → Ghent route

In the order the cargo meets them: at the loading port, at sea, at Ghent and at customs in Belgium.

  1. Origin port

    Typhoon season squeezes Shenzhen cut-offs

The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.

What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Sea corridor

EU emissions trading now covers the whole inbound voyage share

Ships of 5,000 GT and above calling at EU ports, Ghent included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

Mercury, cadmium and lead limits in portable batteries

Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Belgium can ask the importer to show that the goods meet these limits.

What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Belgium importer; we do not test batteries.

  4. Import country

CE marking and a declaration of conformity in the right language

Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Belgium requires, and the importer is the one who must check both before the goods are released for sale.

What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Belgium importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

Due diligence on battery raw materials from August 2027

Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Belgium are already collecting the supply-chain information they will need.

What Anxin does: We pass the Belgium buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance

Documents to line up for Shenzhen → Ghent

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Shenzhen end

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the shipping line

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Consignee EORI and HS-level description to the ENS filer before loading
  • UN 38.3 test summary for every cell and battery type

For the importer in Belgium

  • Label and QR-code status against the August 2026 and February 2027 dates
  • Instructions and safety information in the language Belgium requires

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Belgium import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Shenzhen → Ghent: questions we are asked

ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
