This route runs from factories around the Pearl River Delta through Yantian or Shekou, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is a port where the dangerous goods message (IFTDGN) must reach the Harbour Master's Office a day before the ship.

Belgium expects the importer to be covered by Bebat or an approved individual plan. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult

What to watch between Shenzhen and Antwerp: 6 points

In the order the cargo meets them: at the loading port, at sea, at Antwerp and at customs in Belgium.

  1. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Antwerp is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Destination port

    IFTDGN message to the Harbour Master 24 hours out

    At Antwerp-Bruges the agent or forwarder sends the dangerous goods as an electronic IFTDGN message to the Harbour Master's Office at least 24 hours before the ship arrives. The port's IMDG register is there to validate UN numbers and shipping names, so an entry that does not match the IMDG Code is caught before berthing.

    What Anxin does: We check the UN number and proper shipping name on the booking against the IMDG Code before the Shenzhen cut-off, so the data that end up in the Antwerp message are consistent.

  4. Import country

    Bebat or a regionally approved individual plan

    Whoever places batteries on the Belgian market carries producer responsibility, and most do it by joining Bebat, the only nationwide collective take-back organisation, through MyBebat. The alternative is an individual plan approved by the regional authority, OVAM in Flanders for example, backed by financial security. Sellers without a Belgian presence need an authorised representative.

    What Anxin does: We ask the Belgian importer whether it is a Bebat member or runs an approved plan before booking, so the buyer does not discover the gap after the box reaches Antwerp.

  5. Import country

    Safety documentation for stationary storage systems

    Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Belgium increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Belgium we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  6. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Belgium for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Belgium we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance

Documents to line up for Shenzhen → Antwerp

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Usually by joining Bebat through MyBebat. An individual plan needs approval from the regional authority and financial security, and sellers without a Belgian presence must appoint an authorised representative.
