This route runs out of Shenzhen's Yantian and Shekou terminals, then follows an Indian Ocean passage after the Malacca Strait; at the far end is the port of Mongla.

Bangladesh adds a Navy no-objection certificate before dangerous goods can be unloaded. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Yantian / Shekou export
  • Typhoon season Jun–Oct
  • 72-hour removal
  • Navy NOC
  • Exact DG naming

Route profile

What sets Shenzhen → Mongla apart

Sea corridor

Asia – Indian Ocean

After the Malacca Strait comes the Indian Ocean, where the south-west monsoon and two cyclone seasons decide the pace.

Import country

Bangladesh

For Bangladesh, the Navy NOC and exact DG naming decide when the container can be unloaded.

Where this route gets difficult

Where Shenzhen → Mongla shipments get held up: 5 points

Listed from loading in Shenzhen to import into Bangladesh, each with what we do about it.

  1. Origin port

Packaging certificates are now visible to both customs and MSA

Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Origin port

Factory stuffing in Dongguan, loading at Yantian: avoid a second opening

Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.

What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  3. Sea corridor

Theft at night in the Malacca and Singapore Straits

ReCAAP counted 21 armed-robbery incidents in the Straits of Malacca and Singapore in the first half of 2026, down 74% but still 60% of all Asian cases. They are mostly night-time thefts of engine spares from bulk carriers and barges; a container ship bound for Mongla is a less usual target but uses the same lanes.

What Anxin does: We keep the vessel and voyage on the booking record for Mongla, so a carrier incident or delay notice can be matched to the shipment straight away.

  4. Import country

A Navy NOC before DG can be unloaded

Bangladesh requires a Navy no-objection certificate before dangerous goods are unloaded, backed by the documents listed by the National Board of Revenue. A battery container for Mongla whose papers are incomplete can stay on board or wait at anchor.

What Anxin does: We send the carrier and consignee the DG declaration, safety data sheet and packing certificate before sailing, so the NOC application for Mongla can be made early.

  5. Import country

The manifest must give the correct class and technical name

NBR rules require dangerous goods to conform to the IMDG Code and to be declared on the manifest with the correct class and technical name. A vague description such as 'batteries' for cargo to Mongla is not enough and can hold the container.

What Anxin does: We give the carrier the exact proper shipping name, UN number and class for the manifest, matching the DG declaration.

Documents & compliance

What to have ready: Shenzhen to Mongla

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Shenzhen

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

Carrier and voyage

  • Carrier's revised arrival reconfirmed in the cyclone season before booking onward transport
  • Relay port and feeder DG acceptance confirmed for Indian destinations
  • UN 38.3 test summary for every cell and battery type

For import into Bangladesh

  • Documents for the Navy NOC with the consignee before arrival

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Bangladesh import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Shenzhen → Mongla route

A Navy no-objection certificate, based on the documents the NBR lists.

The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
