Where this route gets difficult

6 pain points from Shenzhen to Newcastle

Listed from loading in Shenzhen to import into Australia, each with what we do about it.

  1. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Origin port

    Inspected in Dongguan, loaded unopened at Yantian

    A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  3. Sea corridor

    Typhoon belt on the way south

    The first part of the route passes the western North Pacific typhoon area, which averages 25.1 typhoons a year, peaking in August and September (Japan Meteorological Agency, 1991–2020).

    What Anxin does: For July–October sailings we confirm DG cut-offs a week ahead and refile promptly if the vessel changes.

  4. Import country

    Newcastle is not yet a container port

    In May 2026 the High Court ruled that derivative Crown immunity did not protect the NSW port commitment deeds that bear on container trade at the Port of Newcastle, and sent the case back to the Federal Court. A container terminal at Newcastle is still only planned, so battery containers for Newcastle normally come in through Port Botany.

    What Anxin does: We book containers for the Hunter through Port Botany unless the carrier confirms a call at Newcastle, and plan the last leg by road or rail.

  5. Import country

    ICS cargo reporting runs from the first Australian port

    On a voyage from Shenzhen the cargo report must reach the ABF's Integrated Cargo System 48 hours before arrival at the first Australian port. For Newcastle that may be an earlier call on the coast, which brings the deadline forward.

    What Anxin does: We give the carrier and any NVOCC final house bill data at booking, so the cargo report for Newcastle is lodged on time and matches the DG declaration.

  6. Import country

    NSW approval marks on e-mobility batteries

    NSW requires lithium-ion batteries for e-bikes and other e-mobility devices to meet prescribed standards since 1 February 2025, and from 1 February 2026 to be tested, certified and permanently marked with an approval mark. E-bike or e-scooter batteries landed at Newcastle for sale in NSW need that mark.

    What Anxin does: For e-mobility batteries bound for Newcastle we ask the importer for the certification and a photo of the mark on the battery before shipment.

Questions

Common questions on the Shenzhen → Newcastle route

Unacceptable packaging such as straw or soil, the ISPM 15 status of any timber and a statement that the container was cleaned.

Chapter 85 goods are target high-risk goods. China is an emerging risk country, so goods shipped from China between 1 September and 30 April may be selected for random inspection; transhipment through a target risk country can make treatment mandatory.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
