Where this route gets difficult
They run from the Shenzhen terminal through the voyage to Derby and the Australia import file.
Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
The route from Shenzhen to Derby runs south through the Makassar Strait and the Lombok Strait, part of Indonesia's archipelagic sea lane II adopted by the IMO in 1998 (MSC.72(69)). For that stretch the ship is inside Indonesian archipelagic waters, so any contingency with the cargo would be handled there.
What Anxin does: We make sure the DG declaration and emergency response information are complete and travel with the ship's documents for the whole voyage to Derby.
The Bureau of Meteorology's cyclone season runs from 1 November to 30 April; the Australian region averages 10 tropical cyclones a season, 3-4 of them making landfall. Derby is on the northern coastline where cyclones cross, and ports there stop working while one passes.
What Anxin does: For November-April arrivals at Derby we allow slack in the delivery plan and pass on port closures and revised arrival times as soon as the carrier issues them.
At Broome, Kimberley Ports Authority wants DG notified 24 hours before entry and grants permission class by class; KPA also oversees Derby and Wyndham. A battery container for Derby should be planned on that basis and confirmed with the port.
What Anxin does: We give the carrier's agent full DG details early, so the permission for Derby can be sought well before arrival.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the Australia import file. We check the three against each other before the booking is confirmed.

Questions
Unacceptable packaging such as straw or soil, the ISPM 15 status of any timber and a statement that the container was cleaned.
Chapter 85 goods are target high-risk goods. China is an emerging risk country, so goods shipped from China between 1 September and 30 April may be selected for random inspection; transhipment through a target risk country can make treatment mandatory.
Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
