From Shenzhen to Brisbane, cargo moves out of Shenzhen's Yantian and Shekou terminals, crosses a southward passage towards Oceania, and is discharged at the port of Brisbane.

Where Shenzhen → Brisbane shipments get held up: 5 points

  1. Origin port

    Factory stuffing in Dongguan, loading at Yantian: avoid a second opening

    Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  2. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  3. Sea corridor

    BMSB season: batteries fall in a target chapter

    Australia's brown marmorated stink bug measures apply to goods shipped from 1 September to 30 April, judged by the shipped-on-board date on the bill of lading. Chapter 85, which covers batteries, is a target high-risk chapter; goods from China, listed as an emerging risk country, may be picked for random onshore inspection, and if the container is transhipped through a target risk country treatment can become mandatory.

    What Anxin does: We ask the carrier to confirm the transhipment port for Brisbane before booking so that the BMSB status is known, and make sure the bill of lading shows the shipped-on-board date.

  4. Import country

    The sea cargo report is due 48 hours before arrival

    Australian Border Force requires the sea cargo report in the Integrated Cargo System at least 48 hours before the ship reaches its first Australian port on voyages of 48 hours or more, which covers every sailing from Shenzhen. If Brisbane is not the first port of call, the deadline runs from the earlier port.

    What Anxin does: We give the carrier and any NVOCC final house bill data at booking, so the cargo report for Brisbane is lodged on time and matches the DG declaration.

  5. Import country

    DGTRAC notice 48 hours before the pilotage area

    Port of Brisbane requires dangerous goods on a ship to be reported through DGTRAC at least 48 hours before it enters the pilotage area. For a battery container on a ship from Shenzhen, the carrier's agent needs the DG details well before that.

    What Anxin does: We send final DG data with the booking, so the DGTRAC report for Brisbane is not held up by missing cargo details.

What to have ready: Shenzhen to Brisbane

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Shenzhen, before the box is loaded

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Signed packing declaration and ISPM 15 marks on timber
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

Carrier and voyage

  • Transhipment port confirmed and shipped-on-board date on the bill of lading (BMSB season)
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For import into Australia

  • Consumer products with button cells tested and packed to the ACCC standard
