Lithium batteries for Adelaide go from Dongguan and Shenzhen factories via Yantian, where the one-box route had moved 409 battery containers by September 2026. On the way they face a southward passage towards Oceania, and they arrive at the port of Adelaide.

In Australia the cargo report, the packing declaration and each port's DG notice set the timetable. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Yantian / Shekou export
  • Typhoon season Jun–Oct
  • Packing declaration
  • State DG notice
  • ICS cargo report

Route profile

What sets Shenzhen → Adelaide apart

Origin port

Shenzhen (Yantian / Shekou)

Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.

Import country

Australia

For Australia, the cargo report, the packing declaration and the state's DG notice all come before arrival.

Where this route gets difficult

Where Shenzhen → Adelaide shipments get held up: 6 points

In the order the cargo meets them: at the loading port, at sea, at Adelaide and at customs in Australia.

  1. Origin port

    Typhoon season squeezes Shenzhen cut-offs

The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.

What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Origin port

Packaging certificates are now visible to both customs and MSA

Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  3. Sea corridor

    Passing Australia's most cyclone-prone coast

Pilbara Ports describes the coast from Broome to Exmouth as Australia's most cyclone-prone, with about five cyclones a season offshore. Ships heading south from the Lombok Strait or the Timor Sea to Adelaide pass that coast, and from November to April a cyclone can hold them at sea or send them wide.

What Anxin does: For November-April sailings to Adelaide we build slack into the delivery plan and pass on the carrier's revised arrival promptly.

  4. Import country

    Biosecurity starts with the pallets

Wooden pallets and crates under battery cargo must be ISPM 15 treated and marked, and the packer declares that the container was cleaned and free of unacceptable packaging. Missing or inconsistent paperwork can send the container for Adelaide to inspection.

What Anxin does: We check that the pallets are ISPM 15 marked and that the packer's declaration is signed before the container leaves Shenzhen.

  5. Import country

ICS cargo reporting runs from the first Australian port

On a voyage from Shenzhen the cargo report must reach the ABF's Integrated Cargo System 48 hours before arrival at the first Australian port. For Adelaide that may be an earlier call on the coast, which brings the deadline forward.

What Anxin does: We give the carrier and any NVOCC final house bill data at booking, so the cargo report for Adelaide is lodged on time and matches the DG declaration.

  6. Import country

Adelaide's containers go to Outer Harbor

Flinders Ports runs South Australia's main ports, and its container terminal at Outer Harbor takes Panamax and post-Panamax ships. A battery container for Adelaide is discharged there, so the DG notification and collection are arranged with that terminal.

What Anxin does: We give the consignee the terminal and vessel details early so it can book DG-licensed collection from Outer Harbor.

Documents & compliance

What to have ready: Shenzhen to Adelaide

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shenzhen

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Signed packing declaration and ISPM 15 marks on timber

For the shipping line

  • Transhipment port confirmed and shipped-on-board date on the bill of lading (BMSB season)
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • House bill data in time for the 48-hour cargo report

For import into Australia

  • Consumer products with button cells tested and packed to the ACCC standard

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the Australia import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Shenzhen → Adelaide: questions we are asked

Unacceptable packaging such as straw or soil, the ISPM 15 status of any timber and a statement that the container was cleaned.

Yes. The Broome-Exmouth coast is Australia's most cyclone-prone, with about five cyclones a season offshore between November and April.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
