This route runs from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals, then follows Southeast Asian waters, with their typhoon and monsoon seasons; at the far end is the port of Cai Mep.

Where this route gets difficult
Loading port first, then the sea leg, then Cai Mep and the Vietnam market.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
The Japan Meteorological Agency counts an average of 25.1 typhoons a year in the western North Pacific, most of them in August and September. On the run to Cai Mep a storm can shut the loading port in China or the discharge port for a day or more, and the dangerous goods filings then have to follow the box to its next vessel.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Vietnam now wants the manifest, B/L data and DG declaration 12 hours before arrival for short voyages and 24 hours for longer ones (Decree 08/2015 as amended in 2025). For a container from Shanghai to Cai Mep, errors found after that point hold the box.
What Anxin does: We send the carrier the full DG description with the booking, so the Vietnamese filing can go in on time without corrections.
Lithium batteries for mobile phones, tablets and laptops fall under Vietnam's QCVN 101. Before sale, the importer must register them for state quality inspection, test them and declare conformity, so a consignment for Cai Mep can wait in the port until that is done.
What Anxin does: For consumer batteries we ask the importer to start the QCVN 101 registration before the goods leave Shanghai, using test data from the manufacturer.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Vietnam import papers. We compare all three before confirming space.

They fall under QCVN 101: quality-inspection registration, testing and a declaration of conformity before sale.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
