Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Sacramento and at customs in United States.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
From Shanghai the drawn corridor to Sacramento runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
Packages of UN3480 or UN3090 moving under IMDG special provision 188 skip the DG declaration at sea, yet 49 CFR 171.25(b)(3) still wants the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' mark or a Cargo Aircraft Only label on each one, and on packages of batteries with or in equipment over 5 kg net.
What Anxin does: When the shipper declares SP188 for a Sacramento booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.
A container landed at Sacramento without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Sacramento, and chase any missing invoice or HTS detail while the ship is still at sea.
Under California SB 1215, consumers have paid a recycling fee on covered battery-embedded products since 1 January 2026, and those products must be labelled with the maker's name or brand and the battery chemistry, or give that information on the maker's website. Manufacturers must also list covered and exempt products in an annual notice to retailers and CalRecycle.
What Anxin does: If the goods landing at Sacramento are devices with built-in batteries for sale in California, we ask the brand owner to confirm the chemistry labelling and the CalRecycle notice before shipping.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
