From Shanghai to Philadelphia, cargo moves out of Shanghai, crosses a Panama Canal corridor whose draft limit depends on Gatun Lake, and is discharged at the port of Philadelphia.

The United States applies Section 301 and UFLPA scrutiny to Chinese lithium batteries and wants its manifest data before loading. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Photo-verified packing certificate
  • Yangshan / Waigaoqiao export
  • HTS code 8507.60
  • ISF filer
  • Supply-chain tracing file

Route profile

How Shanghai → Philadelphia differs from other lanes

Origin port

Shanghai (Yangshan / Waigaoqiao)

Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.

Import country

United States

Two filings before loading, a Section 301 line set by classification, UFLPA supply-chain questions and a 15-day General Order clock after discharge.

Where this route gets difficult

5 pain points from Shanghai to Philadelphia

They run from the Shanghai terminal through the voyage to Philadelphia and the United States import file.

  1. Origin port

    Shanghai's photo-verified packing certificate

At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.

What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Sea corridor

North Atlantic winter storms off the US East Coast

The last leg north to Philadelphia runs up the US East Coast in the North Atlantic, where NOAA's Ocean Prediction Center has recorded hurricane-force mid-latitude storms in every month from October to April, most often in January.

What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.

  3. Import country

The carrier's AMS manifest is due 24 hours before loading

Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Shanghai (19 CFR 4.7). CBP does not issue the permit to unlade at Philadelphia until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Shanghai, so the AMS filing and the DG manifest say the same thing.

  4. Import country

SP188 packages need an extra US marking

Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.

What Anxin does: When the shipper declares SP188 for a Philadelphia booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

  5. Import country

Product defects must be reported to CPSC within 24 hours

US importers, like manufacturers and retailers, must tell CPSC within 24 hours once they have information reasonably suggesting that a consumer product fails a safety rule or has a defect that could create a substantial hazard. Battery overheating reports from customers can trigger that duty, and CPSC expects any investigation to take no more than about 10 working days.

What Anxin does: We keep the manufacturer's batch records, UN 38.3 summaries and packing photos for each shipment to Philadelphia, so the importer can answer CPSC questions quickly.

Documents & compliance

Documents to line up for Shanghai → Philadelphia

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

In Shanghai, before the box is loaded

  • Stuffing photos (before, during, after) uploaded to Shanghai MSA's remote system before the EDI packing certificate is sent
  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos

For the carrier and the voyage

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label

For the importer in United States

  • 24-hour emergency response number (and provider reference) for the US road leg
  • Importer of record and the licensed customs broker who will file the entry

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Shanghai filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Philadelphia.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Shanghai to Philadelphia

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
