This route runs out of Shanghai, where MSA spot-checks battery containers during and after filing, then follows a corridor through the Panama Canal; at the far end is the port of Panama City (Florida).

The United States applies Section 301 and UFLPA scrutiny to Chinese lithium batteries and wants its manifest data before loading. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Photo-verified packing certificate
  • Yangshan / Waigaoqiao export
  • Supply-chain tracing file
  • HTS code 8507.60
  • ISF filer

Route profile

The Shanghai → Panama City (Florida) route in brief

Origin port

Shanghai (Yangshan / Waigaoqiao)

Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.

Sea corridor

Asia – Americas via the Panama Canal

A Pacific crossing, a Panama Canal transit that depends on lake levels, and a Caribbean passage in hurricane season.

Where this route gets difficult

Where Shanghai → Panama City (Florida) shipments get held up: 5 points

Loading port first, then the sea leg, then Panama City (Florida) and the United States market.

  1. Origin port

    Shanghai's photo-verified packing certificate

At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.

What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Sea corridor

Gatun Lake sets the Neopanamax draft

How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Panama City (Florida) can carry.

What Anxin does: We check the canal advisory in force when we quote for Panama City (Florida) and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  3. Import country

The emergency response number has to be answered live

US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Panama City (Florida) by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  4. Import country

ISF closes 24 hours before loading in Shanghai

The Importer Security Filing must reach CBP no later than 24 hours before the container is laden aboard the vessel abroad. CBP's liquidated damages guidelines provide for a claim per violation for late, inaccurate or incomplete filings. Two of the data elements, the container stuffing location and the consolidator, only exist once the box is packed.

What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Shanghai, ahead of the vessel's loading window.

  5. Import country

Day 15 at the terminal: the General Order deadline

US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).

What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Panama City (Florida), and chase any missing invoice or HTS detail while the ship is still at sea.

Documents & compliance

Documents to line up for Shanghai → Panama City (Florida)

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shanghai

  • Stuffing photos (before, during, after) uploaded to Shanghai MSA's remote system before the EDI packing certificate is sent
  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

Carrier and voyage

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For import into United States

  • ISF filer named; stuffing location and consolidator sent right after packing
  • CPSC certificate data and eFiling arrangement, if the product is subject to certification
  • Importer of record and the licensed customs broker who will file the entry

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Shanghai → Panama City (Florida) route

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
