  1. Origin port

    Fire-rating proof for Shanghai stuffing warehouses

    Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Sea corridor

    Gatun Lake sets the Neopanamax draft

    How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Mobile can carry.

    What Anxin does: We check the canal advisory in force when we quote for Mobile and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  3. Import country

    Button and coin cells: Reese's Law

    Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.

    What Anxin does: When a shipment for Mobile includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

  4. Import country

    CPSC certificate data now filed at entry

    Since 8 July 2026, importers of consumer products that are subject to a CPSC certification requirement must electronically file the certificate data at entry; goods entered from a Foreign Trade Zone follow on 8 January 2027. Whether a battery-powered product is caught depends on the rules that apply to that product, not on the battery alone.

    What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

  5. Import country

    Demurrage and detention invoices must follow FMC rules

    Battery containers held for DG checks or paperwork can run up demurrage and detention at Mobile. Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.

    What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Documents to line up for Shanghai → Mobile

Questions about shipping from Shanghai to Mobile

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
