From Shanghai to Lake Charles, cargo moves through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules, crosses a Pacific crossing and a Panama Canal transit, and is discharged at the port of Lake Charles.

Lake Charles means US customs filings that are due while the container is still in Shanghai, and a supply chain CBP may ask to see. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Yangshan / Waigaoqiao export
  • Photo-verified packing certificate
  • ISF filer
  • Supply-chain tracing file
  • HTS code 8507.60

Route profile

The Shanghai → Lake Charles route in brief

Sea corridor

Asia – Americas via the Panama Canal

A Panama Canal corridor whose Neopanamax draft depends on Gatun Lake levels, followed by the Caribbean during hurricane season.

Import country

United States

US entry hinges on filings made in China (ISF and AMS), a traceable lithium supply chain and a road leg that is regulated as a hazmat move.

Where this route gets difficult

Where Shanghai → Lake Charles shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at Lake Charles and at customs in United States.

  1. Origin port

Shanghai checks during and after the voyage filing, not just before

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.

What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  2. Sea corridor

Panama's draft limit depends on the lake

The Panama Canal Authority sets the maximum draft in the Neopanamax locks according to Gatun Lake levels. In September 2026 it postponed a planned cut from 14.63 m to 14.48 m that was due on 1 October (advisory A-33-2026). A lower limit means ships transiting the new locks can load less.

What Anxin does: We check the canal advisory in force when we quote for Lake Charles and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  3. Import country

'China' has to be marked on each article or its container

19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Lake Charles without it can be held until they are marked.

What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Shanghai, rather than leaving it for re-marking in a US warehouse.

  4. Import country

UFLPA: lithium became a high-priority sector in August 2025

DHS added lithium to the Uyghur Forced Labor Prevention Act high-priority sectors in August 2025. By then CBP had stopped more than 16,700 shipments for UFLPA examination. For battery importers the practical effect is that CBP can ask where cells, cathode and lithium compounds came from, and a shipment waits while the importer answers.

What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  5. Import country

The ISF deadline falls before the box is loaded

CBP must have the Importer Security Filing 24 hours before the container is laden in Shanghai, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.

What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Shanghai, ahead of the vessel's loading window.

Before you book

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the United States import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Shanghai → Lake Charles route

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

1 June to 30 November, peaking around 10 September, according to the US National Hurricane Center.

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
