Lithium batteries for Stranraer go out of Shanghai, where MSA spot-checks battery containers during and after filing. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Stranraer.

On the UK side, customs runs through HMRC's Customs Declaration Service and producers report battery tonnage through the NPWD. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Yangshan / Waigaoqiao export
  • Photo-verified packing certificate
  • S&S GB entry summary

Route profile

How Shanghai → Stranraer differs from other lanes

Origin port

Shanghai (Yangshan / Waigaoqiao)

Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

Where Shanghai → Stranraer shipments get held up: 5 points

They run from the Shanghai terminal through the voyage to Stranraer and the United Kingdom import file.

  1. Origin port

Not every Shanghai warehouse can stuff lithium DG

Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.

What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Sea corridor

Drawn via Suez, sailed mostly via the Cape

The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Stranraer decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

Tonnage and chemistry reporting through the NPWD

UK battery producers register with the environmental regulator through the National Packaging Waste Database and report every year the tonnage and chemistry of the batteries they placed on the market. Distributors and retailers supplying more than 32 kg a year also have to offer free take-back of waste portable batteries.

What Anxin does: We give the UK importer the battery weight and chemistry for each shipment from our booking data, which it can use for its annual return; the registration itself stays with the producer.

  4. Import country

Customs declaration through CDS with a GB EORI

Every import into the UK is declared in HMRC's Customs Declaration Service. The importer or its agent needs an EORI number starting with GB (XI in Northern Ireland) and a CDS subscription, which HMRC grants within 2 hours or up to 5 working days if it runs more checks, so a first-time importer should subscribe well before the ship reaches Stranraer.

What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

  5. Import country

Road haulage from Stranraer under the carriage regulations

Once the box is off the quay at Stranraer, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.

What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Stranraer matches what left Shanghai.

Documents & compliance

What to have ready: Shanghai to Stranraer

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shanghai

  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • Crossed-out bin symbol and mAh/Ah capacity label checked on battery and packaging photos
  • Substance statement for mercury, cadmium and lead from the manufacturer
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

Carrier and voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For the importer in United Kingdom

  • UK haulier briefed with UN 3480 class 9 details for road carriage under ADR
  • Battery compliance scheme (or NPWD registration) for portable batteries
  • Importer's GB or XI EORI and CDS subscription confirmed; declarant named

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the United Kingdom import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Shanghai → Stranraer route

Yes. As producer it registers with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, and shows its BPRN on invoices to business customers.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
