Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at London Gateway and at customs in United Kingdom.
Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
Under the Dangerous Goods in Harbour Areas Regulations 2016, dangerous goods may not enter a British harbour area unless the harbour master has had notice at least 24 hours (and at most six months) in advance, or has agreed a shorter period. UN numbers, names and quantities are part of that notice, so the vessel's report is only as good as the booking data.
What Anxin does: We freeze the UN number, proper shipping name, package count and gross weight on the booking before departure and send any change to the carrier at once.
Great Britain has its own security pre-filing: for deep-sea containers the entry summary declaration goes to the S&S GB service at least 24 hours before loading at the departure port. The party that issued the bill of lading is legally responsible, and a booking made inside the 24 hours has to go on a later vessel.
What Anxin does: We settle who issues the bill of lading at booking and pass complete consignee and goods data to that party before the Shanghai cut-off.
Batteries sold in the UK may contain no more than 0.0005 % mercury and 0.002 % cadmium by weight, subject to listed exceptions, and those above 0.004 % lead need the Pb symbol beneath the bin symbol. The Office for Product Safety and Standards enforces the rules.
What Anxin does: We ask the manufacturer for a substance statement covering mercury, cadmium and lead and file it with the shipment documents for the UK importer; we do not test batteries.

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.

Questions
Yes. As producer it registers with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, and shows its BPRN on invoices to business customers.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
