Lithium batteries for Liverpool go out of Shanghai, where MSA spot-checks battery containers during and after filing. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Liverpool.

Where this route gets difficult
Listed from loading in Shanghai to import into United Kingdom, each with what we do about it.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
The UK's S&S GB service must hold the entry summary for a Liverpool container 24 hours before it is loaded in Shanghai. Whoever issued the bill of lading answers for it, and a late booking rolls to a later vessel rather than being loaded unfiled.
What Anxin does: We settle who issues the bill of lading at booking and pass complete consignee and goods data to that party before the Shanghai cut-off.
The road leg out of Liverpool is regulated by the Carriage of Dangerous Goods Regulations 2009, which make ADR the rulebook for dangerous goods on British roads, with national derogations. UN 3480 moves as class 9, so the haulier needs the same package and UN details as the ocean declaration.
What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Liverpool matches what left Shanghai.
More than a tonne of portable batteries a year puts a UK producer into a battery compliance scheme, which it must join by 15 October ahead of the compliance year and which then registers and reports on its behalf. Below that threshold the producer registers directly on the NPWD and reports tonnage and chemistry by 31 January.
What Anxin does: We ask the UK importer whether it is a large or small portable producer and which scheme covers it, and put battery weights per chemistry on the packing list.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Shanghai filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Liverpool.

Questions
At least 24 hours before the container is loaded at the departure port. The party that issued the bill of lading is responsible, and a booking made within 24 hours of loading goes on a later vessel.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
