This route runs from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals, then follows an Arabian Sea passage towards the Gulf; at the far end is the port of Khor Fakkan.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Khor Fakkan and at customs in United Arab Emirates.
Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
Imports into the UAE need a company holding the right trade licence from the emirate's Department of Economic Development; a free zone company's licence covers imports into its own free zone. If the consignee named on the bill of lading for Khor Fakkan is licensed elsewhere, or only in a free zone, the goods cannot simply be cleared into the mainland.
What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.
The UAE's System for the Control of Renewable Energy Products (Cabinet Decision No. 10 of 2020) covers PV modules, inverters, interface protection and cells and batteries. MoIAT requires certification under its ECAS or EQM schemes before these products clear customs, so an energy-storage shipment for Khor Fakkan without it waits on the quay.
What Anxin does: Before booking we ask the UAE importer whether the batteries are sold for renewable-energy use and, if so, for the MoIAT certificate reference, and we match the model list on it against the packing list.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the United Arab Emirates import file. We check the three against each other before the booking is confirmed.

Questions
Cells and batteries are covered by MoIAT's renewable-energy product control system, and ECAS or EQM certification is required to clear such products through customs.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
