This route runs from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals, then follows an Arabian Sea passage towards the Gulf; at the far end is a port that accepts hazardous cargo only by prior agreement with DP World and the port authority.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Jebel Ali and at customs in United Arab Emirates.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
The JMIC reports persistent GNSS jamming and spoofing across the Gulf of Oman, the Arabian Gulf and the Hormuz approaches, with AIS positions and speeds that do not add up; the Gulf of Oman and the Arabian Sea are rated MODERATE. Arrival estimates built on public ship tracking are less dependable on this leg.
What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Jebel Ali.
DP World's rules for Jebel Ali accept cargo containing hazardous materials only if the Port Operator, together with the Port Authority, has agreed to it in advance, and both reserve the right to refuse it at their discretion. Handling follows the Emirate of Dubai's Code of Practice on the Management of Dangerous Goods as well as the IMDG Code, and the vessel's dangerous cargo declaration lists each box.
What Anxin does: We book class 9 cargo for Jebel Ali only once the carrier has confirmed DG acceptance for the call, and make sure the UN number and class on our booking are the ones in the vessel's dangerous cargo declaration.
Cells and batteries are one of the product groups in MoIAT's renewable-energy control system, alongside PV modules and inverters. For storage batteries landed at Jebel Ali, an ECAS or EQM certificate is part of customs clearance, not something to arrange after discharge.
What Anxin does: Before booking we ask the UAE importer whether the batteries are sold for renewable-energy use and, if so, for the MoIAT certificate reference, and we match the model list on it against the packing list.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Shanghai filings, the booking with the carrier and the documents for United Arab Emirates before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Jebel Ali.

Questions
The delivery order from the shipping agent, the commercial invoice, a chamber-approved certificate of origin, a packing list with weight, packing method and HS code per item, and the bill of entry.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
