East China Sea · Taiwan Strait · Malacca Strait · Indian Ocean · Bab-el-Mandeb · Red Sea · Suez Canal · Mediterranean Sea
From Shanghai to Mersin, cargo moves through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules, crosses a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and is discharged at a port that checks the IMO class on its lists against the container and penalises every mismatch.
Türkiye wants the entry summary declaration 24 hours before the container is loaded in China. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
IMO class numbers on every loading and discharge list, with a penalty per container when the lists and the box disagree.
The Turkish entry summary is due before loading in China, and the importer's TAP, TAREKS and GEKAP duties come before sale.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Mersin and at customs in Turkey.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
The JMIC's September 2026 update put the northern Red Sea and the Suez Canal at MODERATE, with two-way transits and container lines selectively returning, and the Eastern Mediterranean at LOW. On this corridor the exposure lies at the southern entrance of the Red Sea, not at the canal itself.
What Anxin does: We check before each booking whether the service has changed routing since the last quote.
Mersin International Port wants every dangerous-goods container shown with its IMO class number on both loading and discharge lists, and charges an IMO label penalty per container for any difference between the lists and physical checks, or for a box declared dangerous only after discharge. A class 9 container booked as general cargo is caught this way.
What Anxin does: We book lithium batteries as class 9 from the start and check the placards in the sealed-container photos, so the discharge list for Mersin and the box agree.
Under Communiqué 2017/15, battery imports are inspected through the TAREKS system on a risk-analysis basis, and the inspection happens before the customs declaration can be registered. The importer is legally responsible for the goods' compliance, so conformity documents need to be ready when the container reaches Mersin.
What Anxin does: We send the importer the manufacturer's declaration of conformity, test reports and product photos before loading, for its TAREKS application.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Turkey import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Container refused for loading: photos late, off-site or not matching EDI data | Yangshan / Waigaoqiao | Photo upload checked against EDI data before the certificate is sent | Packing inspector, checked by Anxin |
| IMO label penalty for a list mismatch | Mersin International Port | Class 9 booked and placarded from origin | Carrier / shipper |
| TAREKS inspection delays the customs declaration | Port of discharge | Conformity documents sent before loading | Importer / manufacturer |
Questions
Yes. Under Communiqué 2017/15 battery imports go through a risk-based TAREKS inspection before the customs declaration is registered.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
