From Shanghai to Istanbul (Haydarpasa), cargo moves through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules, crosses a Bab el-Mandeb and Suez passage into the Mediterranean, and is discharged at the port of Istanbul (Haydarpasa).

Türkiye wants the entry summary declaration 24 hours before the container is loaded in China. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Yangshan / Waigaoqiao export
  • Photo-verified packing certificate
  • TAREKS application
  • CE declaration of conformity
  • Özet beyan 24 h before loading

Route profile

How Shanghai → Istanbul (Haydarpasa) differs from other lanes

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

Where Shanghai → Istanbul (Haydarpasa) shipments get held up: 6 points

Listed from loading in Shanghai to import into Turkey, each with what we do about it.

  1. Origin port

    Shanghai's photo-verified packing certificate

At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.

What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Origin port

Shanghai MSA spot-checks after the filing too

Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.

What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  3. Sea corridor

    Suez itself is working normally

The JMIC's September 2026 update rated the northern Red Sea and Suez Canal MODERATE, with the canal operating in both directions and container lines returning selectively, and the Eastern Mediterranean LOW. The risk on this corridor is concentrated at the southern entrance of the Red Sea rather than at the canal.

What Anxin does: We check before each booking whether the service has changed routing since the last quote.

  4. Import country

TAP membership, then a TAREKS environmental permit

Battery importers in Türkiye have to join TAP, the Ministry-authorised association for portable battery producers and importers, or its system. TAP's board decides within 30 days; only then can the importer apply through TAREKS for the Ministry's environmental compliance permit (Çevre Uyum İzni).

What Anxin does: Before booking we ask the Turkish importer for its TAP membership and permit status, so a first-time importer starts the 30-day process before the goods leave Shanghai.

  5. Import country

Turkish entry summary 24 hours before loading in Shanghai

Türkiye applies its own advance filing: for containerised sea cargo the entry summary declaration (özet beyan) must reach the customs office where the goods will be discharged at least 24 hours before the container is loaded at the departure port. The carrier must make sure third-party filers meet the deadline, so incomplete data at Shanghai can keep the box off the ship.

What Anxin does: We give the carrier or filer the consignee details, HS-level description and DG data at booking, well before the Shanghai cut-off.

  6. Import country

GEKAP on batteries placed on the market

Türkiye charges a recovery contribution (GEKAP) on batteries placed on the market, imports included, payable to the Ministry of Treasury and Finance under Environment Law No. 2872. It is the importer's liability, but the quantities and battery types on the invoice and packing list are what it is calculated from.

What Anxin does: We make sure the invoice and packing list give battery type, quantity and weight per line, so the importer can calculate GEKAP from the shipping documents.

Documents & compliance

What to have ready: Shanghai to Istanbul (Haydarpasa)

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shanghai

  • Stuffing photos (before, during, after) uploaded to Shanghai MSA's remote system before the EDI packing certificate is sent
  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • Per-container evidence file (UN38.3 summary, SDS, photos, short-circuit protection) kept for Shanghai MSA spot checks
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Invoice in triplicate with HS code and origin; certificate of origin without corrections

For the shipping line

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Consignee, HS-level description and DG data to the özet beyan filer at booking
  • UN 38.3 test summary for every cell and battery type

At the Turkey end

  • Importer's TAP membership and Çevre Uyum İzni (TAREKS)
  • Declaration of conformity and test reports for the TAREKS inspection

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Turkey import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Shanghai → Istanbul (Haydarpasa): questions we are asked

At least 24 hours before the container is loaded at the departure port in China, filed electronically to the customs office of discharge.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
