From Shanghai to Iskenderun, cargo moves through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules, crosses a Bab el-Mandeb and Suez passage into the Mediterranean, and is discharged at the port of Iskenderun.
On the Turkish side battery importers need TAP membership and a TAREKS environmental compliance permit. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.
A Turkish entry summary 24 hours before loading in China, TAP membership and a TAREKS environmental permit for battery importers, and GEKAP on batteries placed on the market.

Where this route gets difficult
They run from the Shanghai terminal through the voyage to Iskenderun and the Turkey import file.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Iskenderun most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Iskenderun uses and name it on the quote, together with any war-risk or emergency surcharge.
For Iskenderun, Turkish customs wants the entry summary declaration 24 hours before loading in China, filed electronically to the office of discharge; the carrier is answerable for third-party filings, and an arrival notification follows when the ship docks.
What Anxin does: We give the carrier or filer the consignee details, HS-level description and DG data at booking, well before the Shanghai cut-off.
A battery container landed at Iskenderun cannot be declared to customs until the TAREKS import inspection under Communiqué 2017/15 is done; the system selects checks by risk analysis, and the importer answers for compliance.
What Anxin does: We send the importer the manufacturer's declaration of conformity, test reports and product photos before loading, for its TAREKS application.
In Türkiye a distributor may not sell a battery brand that has no collection system behind it and must take back waste batteries free of charge, so the brand's registration decides whether stock can go on sale.
What Anxin does: We ask the importer to confirm the brand is registered in its collection system before the first shipment leaves Shanghai.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Turkey import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Entry summary late and the box is not loaded | Loading port, Shanghai | Filing data passed at booking | Carrier / filer |
| TAREKS inspection delays the customs declaration | Port of discharge | Conformity documents sent before loading | Importer / manufacturer |
Questions
Yes. Under Communiqué 2017/15 battery imports go through a risk-based TAREKS inspection before the customs declaration is registered.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
