Where this route gets difficult
They run from the Shanghai terminal through the voyage to Botas and the Turkey import file.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Botas the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Botas uses and name it on the quote, together with any war-risk or emergency surcharge.
Türkiye charges a recovery contribution (GEKAP) on batteries placed on the market, imports included, payable to the Ministry of Treasury and Finance under Environment Law No. 2872. It is the importer's liability, but the quantities and battery types on the invoice and packing list are what it is calculated from.
What Anxin does: We make sure the invoice and packing list give battery type, quantity and weight per line, so the importer can calculate GEKAP from the shipping documents.
Turkish clearance needs CE evidence where EU directives apply, an invoice in triplicate showing HS code and origin, an uncorrected certificate of origin and an original bill of lading with three copies, all describing the same goods.
What Anxin does: We check the declaration of conformity, invoice and certificate of origin against each other before the originals are sent to the importer in Turkey.

Documents & compliance
