Where this route gets difficult

5 points to plan for on the Shanghai → Barcelona route

Loading port first, then the sea leg, then Barcelona and the Spain market.

  1. Origin port

    Photo evidence before Shanghai issues the packing certificate

    Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.

    What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Sea corridor

    EU emissions trading now covers the whole inbound voyage share

    Ships of 5,000 GT and above calling at EU ports, Barcelona included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Destination port

    A pickup authorisation from the Port Authority and Capitanía

    To collect a dangerous-goods container in Barcelona, the consignee's agent needs a valid authorisation issued by the Port Authority together with the Capitanía Marítima, requested from the port's dangerous goods department. It states its validity and safety conditions, and an expired one has to be replaced before the truck can collect.

    What Anxin does: We ask the Barcelona importer to have its agent request the authorisation before the ship arrives, and send the agent the DG declaration and packing list as soon as the vessel sails from Shanghai.

  4. Import country

    Spain's battery register and the number on invoices

    Spain's industry ministry runs the RII-PYA battery register, and every battery importer must be registered and declared as a producer there, either through a collective scheme filing for its members or directly online with an electronic signature or Cl@ve. The register number issued has to appear on the producer's invoices.

    What Anxin does: We ask the Spanish importer for its RII-PYA number and whether its SCRAP filed the registration, then carry the number on the documents we prepare for Barcelona.

  5. Import country

    Annex V testing for stationary energy storage

    Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Spain increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Spain we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

What to have ready: Shanghai to Barcelona
