From Shanghai to Koper, cargo moves out of Shanghai, crosses a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and is discharged at the port of Koper.

Slovenia applies the EU Battery Regulation, starting with registration in its own national producer register. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Photo-verified packing certificate
  • Yangshan / Waigaoqiao export
  • EU declaration of conformity
  • Consignee EORI
  • National producer registration

Route profile

What sets Shanghai → Koper apart

Origin port

Shanghai (Yangshan / Waigaoqiao)

Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

What to watch between Shanghai and Koper: 5 points

They run from the Shanghai terminal through the voyage to Koper and the Slovenia import file.

  1. Origin port

Not every Shanghai warehouse can stuff lithium DG

Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.

What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Sea corridor

If the service goes round Africa instead

The 43% of Mediterranean services not using the Red Sea sail round the Cape of Good Hope, then back through Gibraltar. SAMSA estimates about 200 of the 576 containers lost at sea in 2024 went overboard near the Cape, 35% of the year's total.

What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  3. Import country

A producer registration in Slovenia before the first sale

The Battery Regulation makes registration national: whoever first makes batteries available in Slovenia must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Slovenia cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Slovenia.

What Anxin does: At booking we ask which company is the producer of record in Slovenia and for its registration number there, so a missing registration surfaces while the goods are still in Shanghai rather than after discharge in Koper.

  4. Import country

The ICS2 entry summary is due before loading in Shanghai

For Koper, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Shanghai. No filing means no loading, and a missing EORI number is enough to reject it.

What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shanghai cut-off.

  5. Import country

Instructions and safety information in the language of Slovenia

Importers must make sure batteries come with instructions and safety information in a language end-users in Slovenia easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.

What Anxin does: We ask the importer which language Slovenia requires and check carton and insert photos against it before loading.

Documents & compliance

What to have ready: Shanghai to Koper

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Shanghai end

  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging

For the shipping line

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For the importer in Slovenia

  • Producer of record in Slovenia and its national registration number
  • Label and QR-code status against the August 2026 and February 2027 dates
  • Haulier in Slovenia briefed with UN number, class 9 and tunnel code (E) for the road leg

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Slovenia import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Shanghai to Koper

No. Under the Battery Regulation producers register in each Member State where they first make batteries available, and the authority has up to 12 weeks to grant a complete application. A producer without an establishment in Slovenia needs an authorised representative there.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
