This route runs from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals, then follows an approach through Bab-el-Mandeb into one of the world's warmest seas; at the far end is the port of Yanbu.

What to watch between Shanghai and Yanbu: 6 points

Listed from loading in Shanghai to import into Saudi Arabia, each with what we do about it.

  1. Origin port

    Not every Shanghai warehouse can stuff lithium DG

    Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Origin port

    Shanghai checks during and after the voyage filing, not just before

    Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  3. Sea corridor

    Bab el-Mandeb: a selective blockade in a narrower strait

    The JMIC rated Bab el-Mandeb and the southern Red Sea SUBSTANTIAL on 24 September 2026. The Houthis frame the blockade they declared on 20 July as selective against Israeli-, Saudi- and Yemeni-government-linked ships, and now hold the mainland opposite the strait and Perim Island, which shortens the range of any attack. Traffic continues: 95 cargo ships passed in the 96 hours to 23 September.

    What Anxin does: We ask the carrier how its vessel to Yanbu is routed and whether any war-risk surcharge applies, and get both in writing before booking.

  4. Import country

    Arabic labels that match the SABER record

    Saudi rules want battery labels in Arabic (or Arabic and English), fixed firmly, naming the product, model, brand, 'Made in China', the supplier and the ratings, and saying whether the battery is rechargeable. The model on the carton must be the one on the SABER certificate.

    What Anxin does: We compare the label and carton photos from the factory with the model list on the certificate before stuffing, and send any mismatch back to the shipper while it can still be fixed in Shanghai.

  5. Import country

    Containers for Saudi ports must be palletised

    Since 8 May 2025, phased in over 12 months, containerised imports at Saudi ports have to be palletised to speed up handling and inspection. Exemptions exist for goods that cannot be palletised, such as bulk or oversized items, but only with approval. Floor-loaded battery cartons from Shanghai fall outside the rule.

    What Anxin does: We plan the stuffing in Shanghai on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

  6. Import country

    SABER: a product certificate plus one per consignment

    Saudi Arabia treats lithium cells and packs as electrical batteries under a SASO technical regulation. Clearance at Yanbu needs two SABER documents: the product certificate, issued by a SASO-notified body after accredited testing and a factory audit, and a shipment certificate raised for each consignment.

    What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.

Checklist for Shanghai → Yanbu

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shanghai

  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • Per-container evidence file (UN38.3 summary, SDS, photos, short-circuit protection) kept for Shanghai MSA spot checks
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Stuffing plan on pallets (Saudi palletisation rule) with blocking and bracing photos

  • SABER product certificate (PCoC) for each battery model, issued by a SASO-notified body
  • Accredited test reports behind the product certificate (e.g. IEC 62133-2 for portable lithium batteries)
  • Invoice, bill of lading and certificate of origin with the broker for the FASAH declaration 48 hours before arrival

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Saudi Arabia import papers. We compare all three before confirming space.

Questions about shipping from Shanghai to Yanbu

In FASAH at least 72 hours before arrival for ships from distant ports such as China, and since 1 May 2026 it must include the 6-digit HS code, cargo size and the dangerous-goods details, or it is rejected.

Either through Bab-el-Mandeb, on the same vessel or after transhipment, or the long way round Africa and south through the Suez Canal. Container lines were being selective in September 2026, so we ask each carrier for its current routing and name it, with any risk surcharge, in the quote.

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
