Where this route gets difficult
Loading port first, then the sea leg, then Jubail and the Saudi Arabia market.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Sailings between June and September cross the Arabian Sea during India's southwest monsoon, when rough seas and squalls regularly disrupt port operations along the route and test how well the cargo is secured inside the container.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
Electrical batteries, including rechargeable lithium cells and packs, fall under SASO's Technical Regulation for Electrical Batteries. The importer needs a SABER product certificate from a SASO-notified body, backed by accredited test reports and a factory audit, and then a separate shipment certificate for every consignment. A product certificate alone does not clear a container at Jubail.
What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.
Saudi manifest rules now bite before the vessel reaches Jubail: data due in FASAH 72 hours ahead for long-haul arrivals (since October 2025), and from May 2026 a 6-digit HS code, cargo size and the dangerous-goods details on every import manifest, or it is rejected.
What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Jubail is complete well before the 72-hour point.
Saudi Arabia has required containerised imports to be palletised since May 2025, with a 12-month phase-in and approval-only exemptions for bulk, heavy or oversized goods, so battery cartons loose on the container floor are not an option for Jubail.
What Anxin does: We plan the stuffing in Shanghai on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Saudi Arabia import file. We check the three against each other before the booking is confirmed.

No. The product certificate covers the model; each consignment also needs its own shipment certificate issued through SABER. We ask for the product certificate before booking and remind the importer to request the shipment certificate once the invoice and packing list are final.
