Lithium batteries for Jeddah Islamic Port go from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals. On the way they face an approach through Bab-el-Mandeb into one of the world's warmest seas, and they arrive at a Red Sea port whose tariff starts charging storage on class 9 containers from the fourth day after discharge.

Where this route gets difficult
They run from the Shanghai terminal through the voyage to Jeddah Islamic Port and the Saudi Arabia import file.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Unlike cargo for Europe, a container for Jeddah Islamic Port cannot avoid the Red Sea. The drawn corridor enters through Bab-el-Mandeb; the only alternative is the long way round Africa and back south through the Suez Canal. In September 2026 the Houthis attacked targets in southern Saudi Arabia, including Aramco facilities at the Red Sea port of Jazan, and described a 'maritime embargo' on Saudi Arabia. Ships still transit Bab-el-Mandeb when contracts justify it, but container lines are selective.
What Anxin does: We ask each carrier how it currently reaches Jeddah Islamic Port (through Bab-el-Mandeb on the same vessel, via a transhipment hub, or from the north via Suez) and name that routing, and any war-risk or emergency surcharge the carrier applies, in the written quote.
Class 9 lithium battery containers are not on Mawani's direct-delivery list (that is reserved for classes 1, 5 and 7), so they can be stored at the port. But the Saudi Ports Authority tariff exempts import containers from storage charges only for the first 3 days after discharge, and dangerous cargo is charged extra for handling. A container that lands before its SABER shipment certificate is ready starts paying almost immediately.
What Anxin does: We line up the shipment certificate, invoice and packing list with the importer's broker before the vessel reaches Jeddah Islamic Port, so clearance can start on the day of discharge.
Since 29 October 2025 the Saudi ports authority and ZATCA want cargo manifest data in FASAH at least 72 hours before arrival for ships coming from distant ports such as Shanghai, and late filing is fined. From 1 May 2026 the manifest must also carry the 6-digit HS code, cargo size data and, for dangerous goods, their type and details; a manifest with inaccurate data is rejected.
What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Jeddah Islamic Port is complete well before the 72-hour point.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Questions
Class 9 is not under Mawani's direct-delivery rule, which applies to classes 1, 5 and 7, so the container may be stored. The published tariff exempts import containers from storage charges only for the first 3 days after discharge, with daily charges after that, and dangerous cargo carries a handling surcharge. Clearance documents should therefore be ready before the vessel arrives.
