What to watch between Shanghai and Constanta: 5 points

Loading port first, then the sea leg, then Constanta and the Romania market.

  1. Origin port

    Shanghai checks during and after the voyage filing, not just before

    Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  2. Origin port

    Not every Shanghai warehouse can stuff lithium DG

    Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  3. Sea corridor

    Almost the whole Black Sea is now a war-risk listed area

    On 16 September 2026 the Joint War Committee widened its Black Sea listed area to almost the entire sea, leaving out only Turkish, Georgian, Bulgarian and Romanian territorial waters. Ships entering must notify their war-risk underwriters, who may charge additional premiums per voyage, and carriers can pass that on.

    What Anxin does: We ask the carrier for any war-risk surcharge to Constanta in writing before booking and recheck it if the sailing moves.

  4. Import country

    A producer registration in Romania before the first sale

    Registration under the Battery Regulation is Member State by Member State. The first company to make the batteries available in Romania has to appear in the national register, which can take up to 12 weeks after a complete file, and a non-resident brand must work through an authorised representative there.

    What Anxin does: At booking we ask which company is the producer of record in Romania and for its registration number there, so a missing registration surfaces while the goods are still in Shanghai rather than after discharge in Constanta.

  5. Import country

    The truck leg out of Constanta runs under ADR

    Road delivery from Constanta is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

    What Anxin does: We give the Romania haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Shanghai.

Common questions on the Shanghai → Constanta route

No. Under the Battery Regulation producers register in each Member State where they first make batteries available, and the authority has up to 12 weeks to grant a complete application. A producer without an establishment in Romania needs an authorised representative there.

A Sailing Plan 1 to the Turkish Straits VTS at least 24 hours before entry, including the dangerous cargo classes on board.

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
