  1. Origin port

    Shanghai's photo-verified packing certificate

    At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.

    What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Origin port

    Shanghai checks during and after the voyage filing, not just before

    Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  3. Sea corridor

    Hormuz rated SEVERE in September 2026

    The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Mesaieed passes through it.

    What Anxin does: We ask each carrier whether it is currently calling at Mesaieed, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Import country

    Missing or mismatched papers mean return to origin

    Qatar Customs requires an official invoice, an official certificate of origin and a packing list for sea shipments, with the HS code written on the invoice and the certificate. It states that shipments without these documents are not cleared under any circumstances and go back to origin, a costly outcome for a class 9 container that has already crossed the Gulf.

    What Anxin does: We make sure the HS code appears on both the invoice and the certificate of origin, and that all three documents list the same goods, before the ship leaves Shanghai.

  5. Import country

    'Made in China' on every piece and carton

    Qatar requires 'Country of origin' or 'Made in' marking on each piece, on materials and on cartons, and the marking must match the invoice and certificate of origin. Any discrepancy can send the shipment back. For batteries that means the cells or packs themselves, not only the outer carton, need the mark.

    What Anxin does: We ask the factory for photos of the origin mark on the battery, its retail box and the shipping carton, and compare them with the invoice and certificate before stuffing in Shanghai.
